본 연구는 지역 안전성 인식과 경찰신뢰의 관계에 관한 예측모형인 서구의 ‘도구적 모형’ 및 ‘책임 모형’을 한국적 맥락에 적용하고자 했으며 자치경찰제도 인식의 구체적 수준에 따른 모델의 이론적 정합성을 실증적으로 검토하고자 했다. 이를 위해 한국형 자치경찰제 시행 및 정착에 관한 연구(I)자료를 활용하였으며 서울, 세종, 제주에 거주 중인 성인을 대상으로 했다. 구체적인 분석결과에 따르면, 우선 지역 안전성 인식은 경찰신뢰에 양적으로 유의한 것으로 나타났다. 하지만 자치경찰제도 인식은 경찰신뢰에 부적으로 유의한 것으로 나타났다. 나아가 지역 안전성 인식과 경찰신뢰간의 인과성에 있어서 자치경찰제도 인식의 Johnson-Neyman 결과는 전 영역에서 양적으로 유의한 것으로 나타났다. 이는 자치경찰제도에 대한 시민의 인식이 지역안전성 인식과 경찰신뢰간의 관계에서 촉진적 역할을 할 수 있음을 보여준다. 따라서 경찰신뢰제고를 통해 경찰정책의 효율적 집행 및 타당성 확보를 위해선 지역의 안전성을 높일 수 있는 정책적 배려가 요구되며 제도적 차원에선 자치경찰의 효율적 집행을 위한 국민적 인식 제고가 필요할 수 있음을 알 수 있다.
Abstract
This study attempted to apply the Western 'instrumental model' and 'accountability model', which are predictive models of the relationship between local safety perception and police trust, to the Korean context and empirically examine the theoretical consistency of the model according to the specific level of perception of the autonomous police system. To this end, research (I) data on the implementation and settlement of the Korean autonomous police system were used, and adults living in Seoul, Sejong, and Jeju were targeted. According to the specific analysis results, first of all, it was found that the perception of local safety was positively significant to the police trust. However, the perception of the autonomous police system was found to be negatively significant to the police trust. Furthermore, in terms of causality between local safety perception and police trust, the Johnson-Neyman result of the perception of autonomous police system was found to be positively significant in all areas. In other words, it shows that citizens' perception of the autonomous police system can play a facilitating role in the relationship between local safety perception and police trust. Therefore, in order to efficiently execute and secure the validity of police policies by enhancing police trust, policy considerations to increase local safety are required, and at the institutional level, it may be necessary to raise public perception for the efficient execution of autonomous police.
