치안 활동에 텍스트 마이닝 기법을 활용한 미래 신호 예측 방법론의 적용 - 동탄 경찰서 성범죄 누명 사건을 중심으로

이 연구는 소셜미디어와 웹 뉴스 데이터를 활용하여 성범죄 무고 사건을 사전에 예측할 수 있는 미래 신호를 탐지하는 방법론을 제안한다. 동탄 경찰서에서 발생한 성범죄 누명 사건을 사례로, 텍스트 마이닝을 통해 약한 신호를 분석하고 이를 치안 활동에 적용할 수 있는 예측 기법을 모색하고자 한다. 본 연구는 2016년 미투 운동 이후부터 2023년까지 수집된 뉴스 데이터를 기반으로 성범죄 관련 약한 신호와 강한 신호를 감지했으며, 이를 통해 성범죄 누명 사건이 재발하지 않도록 방지하는 방안을 제안하였다. 분석 결과, 약한 신호를 조기에 감지하고 수사 과정에서 피해자 진술에만 의존하지 않도록 시스템을 개선해야 한다는 필요성이 확인되었다. 또한, 이 방법론은 성범죄 사건뿐만 아니라 다른 사회적 문제의 해결에도 응용할 수 있음을 확인하였다.
Abstract
This study proposes a methodology for detecting future signals that can predict false allegation of sexual crime in advance by utilizing social media and web news data. Using the false allegation of sexual crime case in Dongtan Police Station as an example, we analyze weak sigㅁnals through text mining and explore prediction techniques that can be applied to policing activities. Based on news data collected from 2016 to 2023 after the Me Too movement, this study detects weak and strong signals related to sexual crimes and proposes ways to prevent the recurrence of sexual crime accusation cases. The analysis identified the need to improve the system to detect weak signals earlier and not rely solely on victim statements during investigations. Furthermore, the methodology is applicable not only to sex crime cases but also to other social problems.
