Abstract
The implications of the relationship between police legitimacy and citizens' law-abiding consciousness have opened the horizon of a new criminal justice strategy. As the paradigm for the study of police legitimacy was focused on citizens' perceptions, the perception of police were rather alienated. Therefore, a conversational approach has emerged that includes citizens' perceptions and even police's own perceptions in the evaluation of police legitimacy. This study was conducted to introduce another perspective on police legitimacy by conducting research on self-justification, which is not yet actively studied in South Korea, and to lay the foundation for the concept to be discussed correctly. As a result of the study, it was confirmed that the self assessed legitimacy and social capitalism in contact with citizen had an effect on the motivation for public service. Self assessed legitimacy was found to partially mediate the relationship between social capitalism in contact with citizen and public service motivation. In conclusion, it can be seen that self assessed legitimacy is a more important influencing factor on the police's public service motivation than external legitimacy. It can be seen that positive interactions with citizens have a positive effect on the police's democratic police attitude. It is expected that further improving the quality of citizens' and police relations in the community through a campaign on mutual respect between citizens and police will have a positive impact on police activities.
