DEA 비용극소화 문제를 이용하여 부산 소재 공공도서관의 효율성을 살펴본다. CCR 모형과 BCC 모형을 이용하여 비용효율성을 배분효율성, (순수)기술효율성, 규모효율성으로 분해하고 비용 비효율의 주된 원인을 분석한다. 그 후 두 모형의 효율성을 기준으로 순위 간 상관관계와 차이의 유의성을 검정한다. CCR 모형의 경우 비용효율성의 평균은 0.56, 배분효율성의 평균은 0.76, 기술효율성의 평균은 0.77 정도였다. BCC 모형의 경우 비용효율성의 평균은 0.7, 배분효율성의 평균은 0.85, 순수 기술효율성의 평균은 0.81 정도이고, 규모효율성의 평균은 0.89였다. 도서관의 비용 비효율의 주된 원인은 기술 혹은 배분 비효율에 기인했고 기술 비효율의 주된 원인은 순수기술 비효율 때문이었다. 공공도서관은 투입 배분비율을 조절하거나 투입요소를 감축하여 비용을 절감할 여지가 많다. 효율성에 기초한 두 모형의 순위 상관관계가 높다 하더라도 순위 간 유의미한 차이가 있기 때문에 모형 선택에 주의를 기울일 필요가 있다.
Abstract
DEA cost minimization is used to measure the cost efficiency of public libraries in Busan. CCR and BCC models are employed for decomposing cost efficiency into technical efficiency, allocative efficiency, and scale efficiency. The Spearman rank correlation coefficient and the Wilcoxon signed rank test was employed to check the correlation and difference between the ranking orders based on the efficiency scores, respectively. For the CCR model, mean cost efficiency was found to be 0.56 (0.76 for allocative efficiency and 0.77 for technical efficiency). For the BCC model, mean cost efficiency was found to be 0.7 (0.85 for allocative efficiency and 0.81 for technical efficiency). Average scale efficiency was found to be 0.89. In discussing the results, this paper argues that the optimal way to improve cost efficiency is by reducing inputs proportionally and changing their combination. Although the efficiency scores of the two models were high correlated, there were found to be significant differences between them. Caution should be used when selecting a suitable model.
