오늘날 전 세계 인구 절반 이상이 도시에 사는 ‘도시의 세기’이다. 이러한 도시의 부상은 지역의 발전을 가져왔지만, 다른 한편으로는 도시화로 인해 각종 문제들을 야기하기도 한다. 이에 따라 도시화로 인해 생겨나는 문제들을 해결하고, 지속가능한 도시발전을 달성하기 위해서는 국가뿐만 아닌 다양한 이해관계자들의 협력이 중요하다. 특히 오늘날 문화예술정책 영역에서 거버넌스에 대한 논의가 증가하고 있다. 중앙정부 위주로 문화정책을 수립 및 실행하는 것은 더 이상 효율적이지 못하며, 기존과 다른 새로운 접근 방식이 필요하다는 인식이 증대되고 있기 때문이다. 따라서 지속가능한 도시발전을 위해서는 국가중심이 아닌 지방정부와 각 도시의 문화예술단체, 대학, 시민, 기업, 국제적 조직 등 다양한 이해관계자들을 구성원으로 한 네트워크 형태의 문화거버넌스가 구축되어야 할 것이다. 본 연구는 지속가능한 도시발전을 위한 문화거버넌스 체계를 구축할 수 있는 방안을 모색하는 데 목적이 있다. 이를 위하여 UNESCO의 「문화정책 재구성(2015, 2018)」을 비롯하여 UN의 「지속가능한 발전 목표(2015)」, 그리고 UCLG의 「문화21 실천(2015)」의 보고서에 나타난 ‘문화거버넌스’ 체계에 관한 내용을 분석하였다. 또한 본 연구는 기존의 선행연구들과 달리 초국가적인 도시네트워크 관점에서 지속가능한 문화거버넌스 구축 방안에 대해 다루었다는 데 차별점이 있으며, 이러한 연구를 통해 지속가능한 도시발전을 위한 문화거버넌스 체계의 주요 행위자들의 역할과 거버넌스 구축 방향에 대하여 제시하고자 한다.
Abstract
The 21st century is the “century of the city,” given that more than half of the world’s population is living in urban areas. This emergence of cities has led to the development of local areas, which causes various problems because of urbanization. Cooperation between the state and various interested parties is important in order to settle the problems caused by urbanization and achieve sustainable development of cities. In particular, discussions about governance have been increasing in the field of culture and arts policies. These discussions highlight the inefficiency of central government-oriented establishments and their implementation of cultural policies, emphasizing the need for new and different approaches. Therefore, for the sustainable development of cities, it is necessary to establish a form of cultural governance that is not state-centric; a network consisting of members from various interested parties such as local governments, culture and arts organizations situated in each city, universities, citizens, enterprises and international organizations, etc. The purpose of this study is to seek methods to establish a culture governance system for the sustainable development of cities. For this purpose, this study analyzed the following reports: the 2030 Agenda for Sustainable Development (2015) of the UN, Culture 2: Actions (2015) of the UCLG, and Reshaping Cultural Policies (2015, 2018) published by UNESCO. This study is different from existing research through its focus on the necessary measures for the establishment of sustainable cultural governance from the viewpoint of a transnational city network, and in the direction it provides towards the establishment of a cultural governance system for the sustainable development of cities.
