지역 문화정책과 사회적 자본의 통합적 공진화 : 시론

초록

고도성장과 풍요를 이루었음에도 불구하고 지역사회는 새롭게 사회적 자본(social capital)구축이 절실하게 되었다. 이같은 필요에 맞춰 이 연구는 사회적 자본을 지역사회의 사회목적으로 설정하고, 문화정책을 통해서 구축하기 위한 접근을 모색하는데 목적을 두고 있다. 사회적 자본은 지역사회의 인적 자본 및 문화자본과 연결되어 있다. 그런데 이러한 구축은 지역사회를 디자인하는 정도의 거시적이고 장기적인 접근이다. 따라서, 다른 정책들과 맥락성을 갖고 통합적으로 추진하는 것이 중요하다. 사회적 자본과 문화정책의 통합적 접근은 최소한의 사회적 서비스를 보장받지 못하는 부분부터 우선 추진하는 것이 효과적일 것이다. 그래서 이 연구에서는 사회격차 해소, 사회적 배제, 정책역진성 해소, 문화활동 참여증진 등을 대상으로 검증된 연구결과를 찾아보고 추진방향을 모색한다. 사회적 자본과 문화정책이 공진화하기 위해서는 보다 적극적이고 전략적으로 접근해야한다. 우선 개인목적을 사회목적으로 통합하는 기조를 형성하고 정책들을 개발해야 한다. 아울러 현실적으로 적용가능한 정책의제를 선별해야한다. 또한 크게 영향을 미치는 조직과 리더십을 전략적으로 구축해야 한다.

Abstract

Regional community is in more need of social capital despite the high growth and wealth. The purpose of this study is that the social capital sets regional community’s social purpose and is approached to build it through cultural policy. Social capital is connected to regional community’s human and cultural capital. Moreover, this kind of building is the approach of the extent of social designing regional society. Therefore, it is important to propel based on contextuality which must be approached with other policies through integration. The integrated approach of social capital and cultural policy will be effective to propel starting from the parts which is not guaranteed even minimum social service. So, this research tries to find proven result targeted at eliminating social gap, social exclusion, eliminating policy retrogression, promoting cultural activity participation, etc, and seeks directions for progression. To coevolve social capital and cultural policy, more active and strategic approach is necessary. First, for developing policy, it is necessary to integrate individual objectives into social objectives. Also, realistically applicable policy agenda must be screened. In addition to that, organization and leadership is highly influencing, so it must be built strategically.
