문화 바우처 정책의 쟁점과 방향

초록
문화 바우처 정책은 기초생활수급자 157만 명과 법정 차상위 계층(자활·장애인·의료급여·한부모가정) 170만 명 등 총 327만 명을 대상으로 연간 5만 원 상당의 문화예술 상품을 구매하거나 이용할 수 있는 ‘문화카드’를 지급하는 제도를 말한다. 2005년 5억 원 예산으로 시작한 이 정책은 2011년 347억 원으로 증액되는 등 대표적인 문화 복지 정책으로 자리 잡고 있다. 문화 바우처 정책은 2005년의 도입기와 2006~2010년까지의 확장기를 거쳐, 2011년에는 전환기를 맞고 있다. 특히 2011년에는 전용 카드제 도입 및 이에 따른 이용 장르 비중 변화, 기획 사업의 병행 추진, 1인당 지원제에서 가구당 지원제로 전환, 지자체의 예산 분담과 전달 체계 변화, 5% 객석기부제와 나눔 티켓 제도 도입 등 일련의 변화를 거쳐 전반적인 정책의 추진 방식을 크게 변화시켰다. 문화 바우처 정책에는 몇 가지 쟁점이 있다. 첫째, 문화 복지 정책의 이념적 지향점으로서 문화의 민주화 vs. 문화민주주의 논쟁이다. 둘째, 정책의 대상 문제로서 경제적 소외층 vs. 문화적 소외층 논쟁이다. 셋째, 지원의 방식 문제로서 포인트제 vs. 카드제 논쟁이다. 넷째, 제공하는 혜택의 내용 문제로서 선별성 vs. 자유성 논쟁이다. 다섯째, 전달 체계 문제로서 보건 복지 전달 체계 vs. 문화 전담 전달 체계 논쟁이다. 이러한 쟁점을 고려할 때 문화 바우처 정책의 발전을 위해서는 사회문화예술교육 사업 및 나눔 사업과의 연계 강화, 기획 사업 강화, 카드 사용 범위 확대, 문화 바우처의 제도화 및 전문 인력 양성 등이 필요하다.
Abstract
The cultural voucher policy started in 2005 and has brought a huge impact to Korean cultural policy through its consumer-based policy direction. Its budget of 34.7 billion won in 2011 represented an five-times increase when compared to the budget in the previous year. As such, the cultural voucher is now a symbolic policy of cultural welfare policy of Korea. Cultural welfare had not been a substantial policy in the 1980s and 1990s, but has since become one of the core cultural policies, following the publication of <Creative Korea>, the blue paper for President Roh Moo-hyun administration's cultural policy. The cultural voucher policy now serves 3.27 million economically underprivileged people through the culture card, with which people are able to purchase tickets and other cultural products, worth up to 50,000 won a year. The cultural voucher policy was first introduced in 2005 and has seen its budget expanded from 2006 to 2010. Now, it is changing its operating system, for example through the introduction of a card system, as well as regional special event programs being subsidized by household instead of per-capita, and through the introduction of a matching budget system, with a new 5% sharing seats and tickets system. This essay reviews several controversies on the cultural voucher policy in terms of the following debates: 1) democratization vs. cultural democracy, 2) economically or culturally underprivileged, 3) point system vs. card system, 4) pre-selected vs. free chosen, f) social welfare system vs. cultural welfare system. As a conclusion, the study proposes the following suggestions: 1) the cultural voucher policy should make a partnership with sharing projects, social arts education programs, and public subsidy programs, 2) it should be institutionalized as soon as possible, 3) educating cultural welfare professionals should be accomplished for the policy’s more effective long term development.
