문화적 박탈감을 통해 살펴본 문화복지 대상 범위 연구

최근 문화복지 정책의 중요성이 증대되면서 문화바우처 사업과 같이 수요 측면에서 문화 취약계층을 직접 지원하는 사업이 크게 확대되었다. 하지만 문화복지 대상층 설정에 대한 경험적 근거나 대상의 특성에 대한 경험적 자료는 부족한 상황이다. 이 연구는 한국보건사회연구원에서 수집한 ‘차상위계층실태조사’ 자료를 이용하여 문화적 박탈감을 분석함으로써 문화복지 정책의 수혜 대상 범위를 결정하는 데 필요한 정보를 제공하고자 한다. 분석 결과 현재보다 문화복지 서비스 수혜 대상의 저소득층 범위를 확대하는 것이 필요한 것으로 나타났다. 또한 서열로지스틱 회귀분석을 통해 가구 소득 이외에도 문화적 박탈감에 영향을 미치는 다양한 변인을 밝혔다. 특히 가구 소득과 다른 인구사회학적 변수들 사이의 상호작용 효과를 비교․분석함으로써 문화복지 프로그램 개선에 기여할 수 있는 시사점을 제시했다.
Abstract
The recent growth in importance of cultural welfare policy has led to an increase in direct support programs like cultural vouchers to the socially and economically disadvantaged. However, there is still a lack of convincing empirical evidence to determine the recipients of cultural welfare programs. This study analyses cultural deprivation using the Next Lowest Income Class Survey data produced by Korea Institute for Health and Social Affairs (KIHASA). Results show it is necessary to widen cultural welfare recipients to target less-disadvantaged groups. Furthermore, ordinal logistic regression analysis supports the notion that independent variables other than household income can affect cultural deprivation. Furthermore, analysis of the interaction effects between socio-demographic variables and household income provides an insight into the current design issues of cultural welfare programs.
