국내 문화복지정책의 전개과정 연구

Abstract

This study suggested the future development plans of the cultural welfare policies through analyzing the development processes of the cultural welfare policies conducted by each Administration and evaluating the results of the cultural welfare policies in Korea. According to the survey results, we can find out that the concept of cultural welfare appeared for the first time when Chun Doo-hwan Administration announced“The New Cultural Policy”in 1981. Roh Tae-woo administration first used the term "cultural welfare". Kim Dae-Jung Administration first established the fiscal foundation of cultural policies by allotting 1% of whole national budget to it. Kim Young-sam administration prepared the ground for the cultural welfare policies through the middle or long term performance plan of the cultural welfare. Roh Mu-Hyun Administration proceeded such cultural welfare policies as for the unprevileged class. Lee Myung-Bak Administration expanded the voucher system. In fact, Park Geun-Hye Administration was nothing but fostering cultural activities that only fit government codes. Therefore, I suggest that we need amendment of the law for the law enforcement of the Fundamental Act on Culture so that we are able to prepare the stable and systematic promotional plan of the cultural welfare. And I also suggest that we should ensure cultural finance by 2% to support cultural welfare.
