조선시대 산군(山郡)ㆍ해읍(海邑)수령의 재임기간과 교체 사유: -김제군(金堤郡)·무장현(茂長縣)·운봉현(雲峰縣)· 진안현(鎭安縣)을 중심으로- 권

Abstract

This study set out to investigate the tenure and replacement reasons of Suryeongs in Gimje-gun, Mujang-hyeon, Woonbong-hyeon, and Jinan-hyeon in Jeolla Province. Gimje-gun and Mujang-hyeon were situated in coastal areas, and Woonbong-hyeon and Jinan-hyeon were in mountainous ones. As for the tenure of Suryeongs in these areas, the mean tenure was 20, 17.6, 21.4, and 24.8 months in Gimje-gun, Mujang-hyeon, Woonbong-hyeon, and Jinan-hyeon, respectively. The percentage of Suryeongs whose tenure was shorter than a year was the highest in Mujang-hyeon and the lowest in Jinan-hyeon. There were more Suryeongs whose tenure was two years or longer in Woonbong-hyeon and Jinan-hyeon, which were in mountainous areas and inferior economically. The study then examined differences according to the periods and found two facts: first, there were huge differences in the cases of one year tenure or less among the guns and hyeons in the 16th and 17th century, and these differences were reduced dramatically in the 18th and 19th century. Secondly, there were huge differences in the cases of 24-month tenure or longer among the guns and hyeons in the 16th and 17th century. Entering the 18th and 19th century, the percentage became similar among them except for Mujang-hyeon that recorded 20% with the tenure increasing in Gimje-gun and decreasing in Woonbong-hyeon and Jinan-hyeon. These findings indicate that the tenure of Suryeongs was increasingly in a similar pattern among the areas in the 18th and 19th century. Finally, the study examined the replacement reasons of Suryeongs among the guns and hyeons and confirmed two important facts: first, it was a very common case that Suryeongs did not finish their legal tenure throughout Joseon; and second, the cases of replacement due to dismissal and transfer showed opposite patterns over time. That is, the cases of dismissal dropped across all of the four areas in the 19th century with the cases of transfer rising. These findings indicate that the government’s evaluations of Suryeongs were changing in a positive direction.
