한국 문화예술정책의 기조로서 팔길이 원칙의 담론적 정합성과 구조적 부정합성

The Arm’s Length Principle in Korean Cultural and Arts Policy: Navigating Discursive Consistency and Structural Inconsistency

초록

이 연구는 ‘민간자율 정부지원’을 표방하는 팔길이 원칙이 한국 문화예술정책의 기조로 제도화된 것은 어떠한 역사적, 제도적 맥락에서 가능하였으며, 제대로 시행되지 않음에도 지속되는 이유는 무엇인지 역사적 담론제도주의 시각에서 분석한다. 김대중 대통령이 주도한 팔길이 원칙 담론은 정부개입 철회와 민간자율 신장을 강조하는 역사구조적 조건 및 신자유주의 시대정신과 부합되면서 조정적 담론 과정을 거쳐 정책으로 시행되었다. 이후 참여정부는 문화예술위원회 설립을 통해 팔길이 원칙을 제도적으로 보장했다. 이러한 팔길이 원칙의 도입과 제도화에 유리한 조건들의 조화로운 배합을 ‘담론적 정합성’이라 하였다. 그러나 팔길이 원칙은 정부와 문화예술위원회 간 상명하복 관계 속에서, 정권의 이념 지향에 따라 정책이 좌우되는 상황 안에서 그리고 문화예술계가 이념적으로 분열되어 대정부 협상력을 갖지 못하는 제도적 맥락 속에서 실질적으로 작용하기 어려웠다. 이렇게 팔길이 원칙의 작용을 저해하는 구제도의 경로의존적 유산을 ‘구조적 부정합성’이라 하였다. 이와 같은 팔길이 원칙의 담론적 정합성과 구조적 부정합성의 모순은 한국 문화예술정책의 특징이 되었다. 팔길이 원칙이 제도화되는 과정에서 신제도가 구제도를 ‘대체’하기보다는 ‘중첩’되는 구조적 모순이 정부 내에 자리 잡게 되면서 블랙리스트 사태와 같은 부작용도 나타났다. 이 연구 결과의 함의는 한국 사회에서 팔길이 원칙이 제대로 정착되려면 담론적 정합성에 부합하는 구조적 정합성을 갖추어야 한다는 것이다.

Abstract

This study analyzes, from the perspective of historical-discursive institutionalism, how the arm's length principle was institutionalized as a policy principle of cultural and artistic policy in Korea, and examines why it persists despite its limited implementation. The discourse on the arm’s length principle led by the president during the People’s Government era was implemented as a policy through a process of coordinated discourse while conforming to the historical-structural conditions and the neoliberal ethos of the times, that favored reduced government intervention, empowered private sector initiative, and reflected the neoliberal ethos of the time. The subsequent Participatory Government institutionally guaranteed the arm’s length principle by establishing the Culture and Arts Committee. This harmonious combination of conditions favorable to the introduction and institutionalization of the arm’s length principle is “discursive consistency.” However, the practical efficacy of the arms-length principle was constrained by the top-down relationship between the government and the Arts and Culture Committee. This was compounded by policy fluctuations subject to the regime's ideological orientation, as well as by an arts and culture community divided along ideological lines and lacking sufficient negotiating power with the government. The path-dependent legacy of the old system, which hinders the operation of the arm’s length principle, is termed “structural inconsistency.” This contradiction between the discursive consistency and the structural inconsistency of the arm’s length principle became a characteristic of Korean culture and arts support policies. In addition, rather than “replacing” the old framework, the institutionalization of the arm’s length principle led to the “layering” of the new system atop the old, embedding structural contradictions within the governmental apparatus and resulting in adverse effects such as the emergence of the blacklist. The theoretical and policy implications of this study suggest that for the arm's length principle to be properly established in Korean society, it must have a structural consistency that conforms to its discursive foundation.
