민속문화에 나타난 취약계층의 이미지 분석: 민속문화정책 자료 속 신체적 장애를 지닌 이들을 중심으로

본 연구는 취약계층으로서 신체적 장애를 지닌 이들의 이미지를 민속문화 속에서 탐색한다. 과거의 지금 여기와 현재의 지금 여기에서 살아가는 생활 주체들의 삶인 민속문화 속 그들의 이미지는 시간적 연속성에 의해 축적되어 있다. 그 이미지를 통해 취약계층인 신체적 장애를 지닌 이들을 새로운 관점에서 이해할 수 있다. 이를 위해 본 연구는 민속문화를 보존하고 유지하는 민속문화정책의 일환으로 우리나라 민속문화를 공식적인 문헌으로 대대적인 정리 작업을 한 결과물인 국립민속박물관의 관련 자료 50건을 분석하였다. 분석결과, 긍정과 부정의 분석유목을 통해 총 4가지의 이미지를 도출하였다. 부정적 이미지는 ‘벌 받은 사람의 이미지’와 ‘어려운 사람의 이미지’로 세분화되었고, 긍정적 이미지는 ‘해학적인 사람의 이미지’와 ‘영험한 사람의 이미지’로 세분화되었다. 이를 통해 크게 두 가지 함의를 도출할 수 있다. 하나는 본 연구가 장애를 지닌 이들을 향한 우리의 보이지 않는 오래된 이면에 자리 잡고 있는 이미지에 관한 정보를 준다는 점이고, 다른 하나는 그 정보를 통해 현재의 장애인 정책에서 기대하는 바가 여전히 달성되지 못하고 있는 이유 중 일부를 설명할 수 있다는 점이다. 이는 민속문화를 보존하고 유지하는 민속문화정책이 오늘날 현실의 여타 정책을 이해하는데 유용하게 활용될 수 있음을 보여준다.
Abstract
This study examined the images of people with physical disabilities in folklore. The images of people with physical disabilities accumulate on a temporal continuum, living in the reality of the past and the reality of the present. Based on these images, vulnerable people with physical disabilities could be understood from a new perspective. This study analyzed 50 materials from the National Folk Museum of Korea, which was developed as part of the Folk Culture Policy to preserve and maintain folk culture. These materials constitute the official documentation of Korean folk culture. The results showed four types of images, categorized as positive and negative. The negative images were divided into “the image of a punished person”and “the image of a person in trouble,”and the positive images were divided into “the image of a humorous person”and “the image of a spiritual person.”The implications are twofold. First, it provides information on the internal image of people with disabilities. Second, it explains why disability policies are still ineffective. These findings suggest that policies aimed at preserving and maintaining the folk culture may be useful for understanding other policies.
