고령인구층의 노동력 개발은 노동시장의 주요 현안이라고 할 수 있으며 이는 고령인구층의 삶의 질에 영향을 미치는 주요 요인으로 간주될 수 있을 것이다. 특히 이들 인구층을 대상으로 한 일자리제공 사업은 이들 고령인구층의 적극적인 사회 참여를 유도하고 근로를 통해 건강수준을 향상하여 의료비 절감에 공헌할 수 있을 것으로 생각된다. 본 연구는 이러한 맥락에서 노인일자리사업이 고령인구층의 의료비에 미치는 영향의 고찰을 토대로 동 사업이 동 사업에 참여한 고령인구층의 건강상태에 미치는 영향을 분석하였다. 본 연구에서는 연구목적을 달성하기 위해 두 가지 다른 연구방법을 사용한 바, 첫 번째 방법으로 동 사업에 참여한 인구집단과 참여하지 않은 인구집단 간 평균 의료비를 비교하는 방식을 통해, 동 사업에 참여한 인구집단이 참여하지 않은 집단에 비해 통계적으로 유의하게 낮은 의료비 지출 수준을 보였음을 알 수 있었다. 아울러 두 번째 연구방법으로 동 사업의 참여 여부 및 참여 정도가 의료비에 미치는 영향을 회귀분석을 통해 고찰한 결과, 동 사업이 추진된 2004년 이래로 동 사업에의 참여 여부 및 참여기간의 정도 모두 고령인구층의 의료비 지출 정도에 통계적으로 유의한 영향을 미쳤음을 알 수 있었다. 이러한 실증결과는 고령인구층이 노인일자리사업참여를 통해 건강수준이 향상되어 이로 인해 이들 인구층의 의료비 지출정도가 감소했음을 나타냄을 입증한다고 할 수 있다.
Abstract
The development of an aging labor force is the social issue of our times, and it could affect the quality of life of elderly. Especially, the job creation for the elderly can enhance the health status of elderly in that the aging people can participate social activity. Hence it could contribute to reduce medical cost paid by the elderly. This study aims to investigate the effect of job creation projects for the elderly on health status of elderly by way of its effect on the medical cost of elderly. Based on the method of comparing average medical cost of a participating group with that of nonparticipating group, participating group shows a statistically significant lower level of medical cost than nonparticipating group. The empirical results suggest that, since 2004 when this project was launched, whether to participate and the duration of participating this project have a statistically significant effect on medical cost of elderly. The results indicate that this project has an important role in enhancing health status of elderly which induces the medical cost of elderly to be reduced.
