담배 수요의 특징 중 하나는 단지 일부 소비자에 대해서만 양의 지출이 발생하고 상당수 다른 소비자들은 전혀 구매하지 않는 일종의 모서리해(corner solution) 가 광범위하게 나타난다는 점이다. 그런데 이와 같은 특징은 통상적인 수요 모형에서는 적절히 반영되지 않는다. 이 연구는 담배 구매 여부 결정과 구매시 수요량 결정을 구분하는 이부모형(two-part model)을 이용하여 우리나라 가구의 담배 수요를 분석하고, 가격 및 소득의 효과에 대해 기존 연구를 보완하는 새로운 결과들을 제시하였다. 분석 결과를 요약하면 다음과 같다. (1) 가격 인상은 구매 조건부 수요량 뿐 아니라 구매가능성을 통계적으로 유의하게 감소시킨다. (2) 일부 선행연구와 같이 담배 구매 가구만을 선택하여 분석하는 경우 구매가능성 변화를 고려하지 못하여 가격탄력성을 과소추정할 수 있다. (3) 소득의 증가는 구매가능성을 감소시키는 반면 구매 조건부 수요량은 증가하여 서로 반대 방향의 영향을 주는 것으로 나타났다. 이와 같은 분석 결과는 흡연 감소를 위한 수단으로서 가격 인상의 효과성이 종전 연구가 시사하는 것보다 더 클 수 있음을 의미한다.
Abstract
Usual demand models do not accommodate the fact that a substantial proportion of households have zero expenditures on tobacco. It is also necessary to distinguish whether and how much to consumer tobacco in order to analyze the effects on tax burden and public health. This paper utilizes a two-part model to estimate the demand for tobacco of Korean households and compares it with alternative specifications. The estimation results can be summarized as follows: (1) Purchase probability as well as conditional demand decreases in response to increase in price. (2) The price elasticity is underestimated when the analysis is based on a subsample of positive tobacco expenditure. (3) Income has conflicting effects on purchase probability and conditional demand.
