기원전 1세기 도시 로마의 곡물 문제와 정치 － 클로디우스 곡물법을 중심으로

공화정 후기 도시 로마에서는 인구 증가에 따른 실업으로 인해 로마 평민들은 구매력을 잃게 되었고 곡물 부족과 곡물 가격의 급등은 공화정 체제 존립 자체를 위협하였다. 이러한 상황에서 기원전 58년 호민관 클로디우스(Publius Clodius Pulcher)는 곡물 부족 사태를 근본적으로 해결하기 위해서 곡물의 무상 배급을 골자로 하는 클로디우스 곡물법(lex Clodia frumentaria)을 제정하였다. 여기에서 주목해야할 점은 클로디우스가 이 법에 근거해서 로마 역사상 최초로 곡물의 무상 배급 조치를 취했고, 이 조치는 이후 제정기의 곡물 정책에까지 막대한 영향력을 행사하였다는 것이다. 카이사르(Gaius Julius Caesar)와 아우구스투스(Augustus)가 무상 곡물 배급의 수혜자들인 ‘곡물 수혜 평민’(plebs frumentaria)의 수를 제한했을 뿐, 추후의 곡물 배급은 클로디우스의 원칙을 고수하였기 때문이다. 무상 배급의 원칙은 이렇게 계승되었음에도 불구하고 클로디우스의 정치적 역할이나 그의 입법 조치의 의미는 제대로 규명되지 않았다. 따라서 본고는 호민관 클로디우스라는 특정 인물에 집중하기 보다는 곡물법을 관철시킨 시대적 배경에 주목하여, 기원전 1세기 역사적 격변기 속에서 정치적 쟁점으로 부각된 곡물문제의 정치적 함의를 고찰하고, 이런 시대적 흐름을 압축적으로 보여주었던 클로디우스 곡물법이 가지는 역사적 의미를 규명하고자 한다. 기원전 1세기 정치적 이해관계의 대립 구도 속에서 클로디우스는 독자적인 노선을 가지고 정치 활동을 하였으며, 곡물법을 제정하여 평민의 이익을 대변하였고, 이를 통해 평민들의 절대적 지지를 획득하였다. 이후 클로디우스의 곡물법에 따라 로마의 곡물 수혜 평민은 매달 정기적으로 밀 5모디우스를 무상 배급 받았다. 요컨대, 클로디우스의 곡물법은 공화정의 해체를 향해 나아가던 정치적 격변기의 사회경제적 상황과 변화의 추이를 압축적으로 제시해 준 것이었고, 공화정 후기 대표적인 사회경제적 현안인 곡물 문제에 대한 국가 차원의 대처 방안으로서 획기적 전환점을 마련한 조치였다. 또한 공화정과 제정이라는 표면상 이질적인 정치 체제가 단절적인 현상이 아니라, 사회경제사적 연속선상에 위치해 있음을 보여주는 중요한 개혁법이었다.
Abstract
In the late republican Rome, as the population increased and the rate of unemployment rose, the real purchasing power of poor Roman citizens plummeted. To make the matter worse, the price of grain soared sky-high murderously because of the unprecedented grain shortages. These factors shook the foundations of the Republic. Under the circumstances, Publius Clodius Pulcher, the tribune of the plebs in 58 BC, promulgated the lex Clodia frumentaria, which set up a regular dole of free grain. He intended to provide a fundamental solution to the low grain supplies with this law. It is worth noticing that the regular dole of free grain was first implemented in Roman history and that it influenced the Roman policy of grain supply. Caesar and Augustus held fast to Clodius’s principle even though they brought the number of grain recipients to light, that is, the plebs frumentaria. However, the meaning of Clodius’s legislations and the roles in politics were not identified. The purpose of this paper is to study not merely the meaning of lex Clodia frumentaria, which shows the current of the times, but also the implication of grain distribution, which is the political issue during the first century BC. Clodius followed his own line of political conduct and represented the interests of the poor through lex Clodia frumentaria, so that he won the hearts and minds of the poor. The law provided the plebs frumentaria a free monthly ration of five moddii of grain. In conclusion, lex Clodia frumentaria reflects the socioeconomic conditions and the transition of the change in the late republican Rome and it is innovative action. Therefore, it was the reform legislation which demonstrated that the Roman empire succeeded to the republic.
