Abstract

This paper is a short case study to demonstrate how complex the process of a community in the Roman Empire to become a provincial city was, how different cultural elements, whether Roman or indigenous, and various relationships within a community interacted with and exercised influences over each other. The community that is to be examined in this study is Thugga in Africa Proconsularis and the relationship between its pagus of Roman citizens and civitas of indigenous people. After Thugga, previously governed by the Numidian kingdom, was integrated into the Roman province of Africa Proconsularis, some of the changes took place in the first half of the first century CE. These changes will be investigated through analysing several inscriptions recording civic benefactions of the wealthy and influential members of Thugga and Carthage. Thugga, especially its pagus, was very closely connected with Carthage that possessed and controlled the vast territory, called the pertica Carthaginiensium, and the pagi of Roman citizens within the pertica. Thetefore, Carthage’s contribution to the changes in Thugga during this period seems important. On the other hand, living side by side with the pagus of Roman citizens, the civitas of Thugga had its own pace of development, showing the dynamic interactions between the indigenous, regional and Roman elements. This paper will focus on these internal changes that Thugga’s dual-communities experienced mainly during the early imperial period, and aim at revealing the complex process of ‘becoming a provincial city’.
