트리부니 아이라리이와 쿠라토레스 －트리부스의 구조와 관련하여－

수에토니우스의 기록에 나오는 카이사르의 조치 이래로 사라져 버린 것으로 인정된 트리부니 아이라리이는 연속성을 이어가고 있음이 밝혀진다. 몸젠에 따르면 트리부니 아이라리이는 쿠라토레스와 동일한 사람들이다. 이 이중직함에서 쿠라토레스는 공식직함이며, 트리부니 아이라리이는 기능과 관련한 직함이다. 봉급의 징수나 지불이라는 기능이 중지된 이후에도 트리부니 아이라리이는 각 트리부스에서 역할을 담당하고 있었는데, 몸젠에 따르면 민사 백부장으로서 투표시에 질문자로서, 투표판으로 이루어지는 기명법이 도입된 이후로 투표기록판의 감시자로서 기능하였다. 요컨대 이들은 재정의 기능도 때로 담당하기는 하였으나, 정치선거의 기능을 담당하였다. 이들의 연속성을 입증하는 것이 제정기에 발견된 비문인데, 비문들에서 백부장과 쿠라토레스가 같은 기능자라고 하는 점이 확인된다. 이 비문들은 트리부니 아이라리이가 이름을 바꾸어서 제정기에도 존재하면서 면면히 이어진 트리부스의 구조를 이루었음을 보여준다.
Abstract
This paper considers the inner structure and continuance of the tribuni aerarii in the Roman tribes. Suetonius’ sentence made us believe that Caesar abolished the third panel of judges, reconfirming the panels of the senators and equestrians while expelling the tribuni aerarii. But this tradition must be be reconsidered as Marcus Antonius annulled Caesar’s law and instead reintroduced the third panel of judges replacing the tribuni aerarii with the emerti centurions. According to Mommsen, the tribuni aerarii were also officially titled curatores and had the duties of rogatores and custodes in the voting assembly. Also he considered the tribuni aerarii to be civil centurions, for they were to be captured in pledge if they did not pay the salaries for the alloted soldiers. In the imperial inscriptions of city tribes, the curatores apperar, identified with the centurions. So the tribuni aerarii had survived in the tribes even during the imperial period with the official name, curatores. An investigation of the relationship between these treasury tribunes and the procuratores instituted for the provincial taxes by August is recommended.
