Abstract
More than 3,400 years ago, an unprecedented international community was formed in the ancient Near East world. In this period, called the Amarna period, a considerable level of diplomatic relations was established through diplomatic exchanges among the major powers. This study examines the following two questions that are essential to understanding Amarna's international diplomacy: whether or not the envoys had diplomatic immunity and whether or not the embassies were indeed established? This study shows that diplomatic envoys in the Amarna period did not enjoy the immunity of diplomats as they do today. Unlike today's ambassadors, envoys were sometimes restricted from returning to their home countries. In fact, some messengers from Babylonia and Mitanni were detained in Egypt. In addition, some scholars argue that embassies were established where envoys could reside, but this study shows that it is not true. The evidence for this is that envoys from Mitanni had to stay in the queen's palace. Based on these observations, although the ancient Near East formed the first international community and established a system in which diplomacy played an important role in maintaining good relations among the major powers, the Amarna international community did not have a sophisticated institutional diplomatic system as it exists today.
