외교는 사용하는 사람이나 시대의 변화에 따라 다양한 의미로 쓰이는 개념이다. 외교는 국가 간의 관계를 관리해 나가는 과정과 방법으로 국제정치에서 필수 불가결한 존재이다. 외교는 국가 간의 이해문제를 교섭을 통해 조정하고 타협하여 상호 국익을 창출하는 수단이고 기술이다. 외교는 고대에서 현대에 이르기까지 다양한 형태의 의미를 가지고 발전해 왔으며, 이러한 외교양상의 변화는 외교가 갖는 의미의 본질을 이해하기 쉽게 한다. 오늘날 세계화시대의 외교의 핵심적인 의미는 먼저 외교의 주체라는 측면에서 기존의 주권국가 중심에서 개인이나 다양한 집단으로 변화되어 행위자가 다양화 되었다. 그리고 외교과정에 있어 인터넷에 의한 사이버외교를 포함하는 높은 수준의 기술에 의한 외교범위의 확대를 가져왔다. 또한 외교 영역의 변화로서 세계정치에 부각하고 있는 새로운 이슈들이 외교의 중심으로 이동함으로써 새로운 외교영역으로 부상하게 되어 외교의 기본 전제들이 변화하여 발전하게 되었다. 이와 같이 외교는 전통적 외교의 성격에서 점차 시대의 흐름에 따라 현대적 외교로 발전하여 변화를 거듭하였다. 오늘날 정보화나 세계화된 세계정치에서 외교는 내용이나 형식면에서 질적으로나 양적으로 많은 변화를 가져왔다. 이러한 외교의 본질적 의미를 바꾸어 놓고 있는 외교의 정확한 의미에 대한 연구는 우리의 외교를 발전시키는데 필요한 요소가 될 것이다.
Abstract
Diplomacy is a concept that represents a variety of meanings in accordance with the changes of the people or the time. Now, diplomacy is an indispensible factor in international politics as well as a way of managing relationships among nations. It can be referred that diplomacy is a means that can create interactive revenue by negotiating and cooperating each other. Diplomacy has been changed with various kinds of meanings and these changes make it easy for us to understand the real values of diplomacy. These days, the core meaning of diplomacy in this global time has been changed in terms of the fact that we are the main body of diplomacy, moreover the concept of a sovereignty is turning into more individual or types of certain groups. And in the process of diplomacy, there has been an expansion including 'cyber-diplomacy' through the internet. Also, new issues regarding the international politics are moving to the core of diplomacy coming up to the surface of the new political domain. As the result, the basic preconditions have been changed. Traditional diplomacy has never stopped changing into modern diplomacy in accord with the main stream of the each period. Today, diplomacy also has brought enormous changes in terms of quality and quantity in this age of information and globalization. The research on these meanings which are making changes the value of the nature of diplomacy is definitely an important factor which can lead to the development of diplomacy.
