한국의 인지적 무당파는 누구이며 왜 양대 정당과 단절되었는가? :심층인터뷰 결과를 중심으로

연구자들은 지지 정당은 없지만 정치에 관심 있는 인지적 무당파 그룹의 심층인터뷰를 통해 한국의 인지적 무당파는 누구며, 왜 양대 기성 정당과 정당일체감을 형성하지 못하는지, 정당일체감 형성의 가능성은 있는지, 선거 참여에 대한 생각은 어떤지 살펴봤다. 연구 결과 인지적 무당파 그룹은 순수 무당파, 일관된 편향적 무당파, 비일관된 편향적 무당파로 나뉘었다. 또한 정책실패에 대한 실망, 도덕성에 대한 배신감, 리더십문제로 인한 정당기능 마비(이상 더불어민주당), 독선과 불통, 권력 견제 태만, 일방향적인 외교정책에 대한 실망(이상 국민의힘)이 인지적 무당파가 양대 정당과 일체감을 형성하지 못하는 주요 원인인 것으로 파악됐다. 이들은 실효성 있는 서민 정책 수립, 초당적 협력, 세대교체(이상 공통), 지도부개편(더불어민주당), 권력 견제(국민의힘)를 각 정당의 개선사항으로 꼽아, 정당이 무당파와 연결고리를 만들기 위해서는 해당 사항에 대한 관심이 필요함을 보여줬다. 또한 인지적 무당파들은 다음 선거에서 좋은 정책을 내세우는 당이 있을 경우 투표하겠다는 의사를 보였으며, 제3지대에서 의미 있는 신당이 나온다면 관심을 가지는 동시에 지지할 의사가 있다고 밝혔다.

Abstract

This study conducted in-depth interviews with ‘apartisans,’ individuals who are politically non-partisan yet not apolitical. Our objective was to gain a deeper understanding of the composition and characteristics of South Korea's apartisan population, reasons for their detachment from political parties, potential for reestablishing alignments, and their views on electoral participation. The apartisan group includes pure nonpartisans, consistent independent leaners, and inconsistent independent leaners. Disappointment with the Democratic Party stems from policy failures, moral disillusionment, and leadership issues, while dissatisfaction with the conservative party relates to unilateralism, unconditional support for the president, and one-sided diplomatic policy. Proposed improvements involve effective policies, collaborative party attitudes, generational change, leadership restructuring (Democratic Party), and responsible government oversight (Conservative Party). Lastly, apartisans have indicated their readiness to engage in the upcoming election, contingent upon a party proposing policies that effectively enhance their quality of life. They also expressed a keen interest in supporting a third party, contingent upon its alignment with their values and its ability to establish a significant presence.
