성공적인 BSC도입 및 운영을 위한 변화관리 진단 모델 개발과 적용사례

초록

최근 많은 조직들은 전략적 성과관리시스템인 BSC(Balanced Scorecard)를 도입하고 운영하기 위해 많은 노력을 기울이고 있다. BSC의 적용은 하나의 혁신 도구로서 조직 내에 많은 변화를 수반하게 되는데, BSC의 성공적인 구축과 운영을 위해서는 이러한 변화들을 효과적으로 관리하는 것은 필수적이다. 따라서 본 연구에서는 BSC의 구축 및 운영 과정에서 변화관리 활동들이 조직 내에서 효과적으로 수행되고 있는지를 진단할 수 있는 변화관리 진단 모델을 제시하고자 한다. 본 연구에서는 BSC 실행 과정을 계획, 전략수립, 개발, 운영과 같은 4단계로 규정하고, 각 단계에서 요구되는 변화관리 활동들과 각각의 활동별 진단항목들로 구성된 모델을 제시한다. 또한, 본 연구에서는 BSC의 실행 단계별로 변화관리에 도움이 되는 추천 활동들에 대한 가이드라인도 제공한다. 이러한 연구 결과는 조직들이 BSC를 구축 및 운영하는 과정에서 겪을 수 있는 시행착오를 최소화하고 그 기대 효과를 극대화하는 데 유용하게 활용될 수 있을 것으로 기대된다. 본 연구에서는 제시한 모델의 적용성을 검토하기 위해, 실제 적용했던 사례도 소개한다

Abstract

Recently, organizations have made a great effort to develop and operate their own Balanced Scorecard (BSC) as a strategic performance management system. Adoption of the BSC is accompanied with various changes in the organizations. Thus, it is essential to manage the changes properly for successful construction and operation of BSC. This study proposed a diagnosis model which assesses whether the changes in the process of adopting the BSC are managed properly or not. The model divided the BSC process into four phases: planning, establishing strategy, development, and operation and specified the activities for change management and the metrics to determine effectiveness of the activities. This study also recommended actions facilitating change management for each phase, so that its results can help reduce mistakes incurring in the process of adopting the BSC and produce positive outcomes to the companies. A real case was provided to explore the applicability of the proposed model.
