주택정책의 효과분석에 관한 연구 - 참여정부를 중심으로 -

Abstract

This study analyze contents of participatory governments' housing policy and find out its stabilization effects from the viewpoint of housing prices. Housing policy usually focus on stabilization of housing prices because our housing market's situation of excess housing demand. It divided governments' housing policies into 6 types and analysed contents or characteristics of prior government. According to analysis of government policy, policymakers usually uses different policy combinations even though they have same objectives. Housing policy of Participatory government usually rely on regulation policies and contents of that policy focus on control of speculative real estate behavior. Interrupted ARIMA model was constructed to find out what kind of policy was efficient for housing market stabilization. Main results like as follows. First, regulation policy may have a very limited effect from the viewpoint of its duration periods. Second, when it comes to market stabilization, comprehensive policy bring a more powerful effect than that of regulation policy. Third, mix of policies can brought more powerful effects to stabilize housing market. Although several policy implications, there is a limitation a generalization of this study because of research data.
