감정평가액의 다양성에 관한 이론: 감정평가의 절차적 관점

본 연구에서는 감정평가에서 평가결과를 도출하는 절차와 개념과 관련된 이론을 개발한다. 감정평가의 목적, 가치기준, 평가조건들을 유기적으로 연계하여 설명하고, 감정평가 결과를 논리적으로 설명할 수 있는 체계를 제안한다. 이를 통하여 부동산시장의 새로운 변화와 감정평가와 관련된 다양한 의견을 통합하고, 다양하게 해석되고 있는 감정평가의 과정을 일관적 시각으로 통합할 수 있는 대안을 제시한다. 본 연구는 부동산시장에서 감정평가 의견에 대한 해석의 차이로 발생할 수 있는 불필요한 논의를 줄이고자 한다. 본 연구를 통하여 감정평가의 절차와 연관된 개념에 대한 설명을 제공함으로 감정평가 절차에 규범적 방향성을 제시한다.
Abstract
This paper evaluates the appraisal process and its underlying concepts in Korea. By considering cases in other countries against field practices in Korea, the paper proposes a theoretical explanation of the relationship among appraisal concepts. Critical property value determinants such as intended use, basis value and extraordinary as well as hypothetical assumptions are defined and discussed in the paper, In real estate markets, those appraisal terms or concepts are often used inappropriately, which can hider market participants’ understanding and interpretation of an appraisal outcome. This paper provides an integrated explanation on fundamental concepts in real estate appraisal.
