본 연구에서는 서울특별시 양천구를 사례지역으로 하여 연립주택 및 다가구주택을 대상으로 하는 헤도닉 가격 모형을 구축하고, 침수위험이 주택가격에 미치는 영향을 실증적으로 분석하였다. 침수위험은 실제 침수피해가 발생한 침수흔적지도를 통하여 간접적으로 측정하였으며, 이중차분법 모형을 적용하여 대규모 침수피해 발생 전후로 침수위험의 영향이 변화하는지 분석하였다. 분석결과, 침수위험이 높은 지역에서는 평균적으로 최대 7.6%까지 주택가격이 낮게 형성되었으며, 2010년 9월 대규모 침수피해 이후로는 (반)지하층을 중심으로 최대 16.2% 주택가격을 하락시키는 결과로 나타났다. 이는 반지하층의 주 거주자인 저소득층이 재해위험에 더욱 노출됨을 의미하므로 이를 해소하기 위한 정책적 노력이 요구된다.
Abstract
This study explores the effects of inundation hazard on property values in Yangcheon-gu, Seoul. The effect of inundation hazard before and after the massive torrential rains in September 2010 are analyzed using a hedonic price model with a difference-in-difference approach. The results show that inundation hazard could reduce housing values by up to 7.6% and the negative effect on semi-basement houses has increased by up to 16.2% after the event. The negative effect of inundation hazard on semi-basement houses implies disproportionately higher hazard exposure in low-income households.
