지적재조사사업 조정금 산정제도 개선방안 중요도 분석: 전문가의 인식비교를 중심으로

Abstract

The Cadastral Resurvey Project of the Ministry of Land, Infrastructure and Transport is not meeting its annual average goal. Conflicts and litigation disputes between landowners or landowners in particular are still treated as a problem. The purpose of this study is to objectively derive the importance of system improvement factors to be considered for the operation of the liquidation money system for the Cadastral Resurvey Project. It is necessary to guarantee objectivity and efficiency by determining the two groups' perceptions of improving the system. To conduct research, we created two groups: cadastral officials and appraisers. Used AHP method we analyzed the two group’s difference in perception about a way of liquidation money system for Cadastral Resurvey Project. As a result of AHP analysis of cadastral officials and appraisers, both groups commonly recognized that detailed indicators of appraisal, appraisal principles and standards were important after the boundaries were confirmed. However, there was a difference in the perception of the priority of institutional improvement between groups by detailed area. The cadastral officials should prioritize the preliminary adjustment fee evaluation and improve transparency in the selection of appraiser agencies before the determining the boundary. The appraisers analyzed that the standard of appraisal and full appraisal should be stipulated preferentially after the boundary is confirmed. The results of the study showed that it is necessary to improve the determination of the amount of liquidation manual and systematize and clarify appraiser standards for refining procedures, increasing residents satisfaction, minimizing civil complaints, and ensuring appropriate appraisal.
