Abstract

Ultra-low fertility creates a demographic imbalance with serious consequences for national systems, inclusing labor shortages, declining consumption, accelerated population aging, and growing pressure on social welfare budgets. South Korea, as the only OECD country with a total fertility rate in the 0 range, faces an urgent need for evidence-based policy research in response to this demographic crisis. This studyvquantitatively examines the effects of regional economic, sociocultural, and policy variables on fertility rates. The analysis employs panel data from 17 administrative regions of South Korea covering the years 2016-2023. Four empirical models- Pooled Ordinary Least Squares (Pooled OLS), Fixed Effects, Random Effects, and Two-Way Fixed Effects were estimated. Based on the results of the Hausman test, the Fixed Effects model was determined to be the most appropriate. The findings indicate that the Consumer Price Index (CPI) has a significant positive effect on fertility, while the Average Female Age at First Marriage (AFMW) exerts a strong negative effect. In addition, the Ratio of Happy Housing (RHR)—a measure of public housing availability for newlyweds—was positively associated with fertility, implying that public housing policies may contribute to encouraging childbirth. By incorporating economic, social, and policy dimensions, this study provides empirical insights into the determinants of fertility and contributes both methodologically and practically to the demographic policy design. However, limitations remain in that the model assumes a fixed one-year lag between variables and does not account for population migration or changes in demographic structure. These aspects should be addressed in future research.
