일본기업의 온실가스 감축 정책과 환경경제효율에 관한 연구

본고에서는 일본기업의 실제 환경 및 재무 데이터를 사용하여 환경 부하량을 억제할 뿐만 아니라 경제 가치를 증가시키는 척도인 환경(경제)효율 지표 중에서 특히 탄소생산성(매출액/CO2배출량)을 산출해 산업별 기간별 비교 분석을 실시하였다. 분석 결과를 연도별로 비교해보면 매출액 기준의 환경효율과 경상이익 기준의 환경효율 모두 지속적으로 개선되고 있다. 이것을 교토의정서가 실질적으로 작동하기 시작하는 2005년을 전후로 분석해 보면 06-10년이 상대적으로 환경효율이 유의적으로 높게 나타났다. 이것은 교토의정서의 효과가 실제로 나타났다는 것을 증명하고 있다. 또한 글로벌 금융위기 전후를 비교하면 금융위기의 직격탄을 맞은 2008년과 2009년을 제외하면 역시 금융위기 이후가 오히려 환경효율이 개선된 것을 알 수 있다. 따라서 일본기업의 환경영향에 대한 대응은 추세적으로 능동적이며 적극적이라는 것을 파악할 수 있다. 나아가 한국과 일본기업의 환경효율을 비교한 결과를 보면 한국과 일본기업 모두 환경효율은 지속적으로 상승하고 있으나 한국기업의 상승 기울기가 상대적으로 가파른 것을 확인할 수 있다.
Abstract
This study explores and compares changes in eco-efficiency by companies, industry, and business cycle in Japan. In this study, eco-efficiency concept is defined as a quantitative measure that are calculated by combining the economic value and ecological impacts of a company or product. The results show that both the eco-efficiency based on sales and eco-efficiency based on ordinary income has steadily increased all sample year. Also, the results revealed high levels of eco-efficiency with slight increase in the post period of Kyoto Protocol that actually effect after 2005. Japanese companies experienced substantial increase in eco-efficiency indicators after the global financial crisis, compared with the figure for 2002-2007. The findings of the study can be interpreted as an evidence that eco-efficiency indicators by industry or companies in both countries(Korea and Japan) are consistent with their demand and changes of resources.
