Abstract

This article is intended to confirm the perspective of the Korean government’s view of the Korean Mindan(民団) in Japan by using a diplomatic document file about 1974 Enlarged executive Meeting. Following 1969 and 1970 and 1971, a plan was made to hold an expanded executive meeting of Mindan in Japan in 1974, which has different properties as before. First of all, unlike existing meetings, this meeting is intended to be held by Mindan itself, not by the government. At that time, Chongryon(朝総連) in Japan had fewer people than Mindan, but its power was incomparably huge. At that time, however, the Park Chung-hee administration tried to create an atmosphere of peace with North Korea in line with the world situation inspired by the Nixon Doctrine from the late 1960s. In response, it would have been more convenient for Mindan to take the initiative and take a hard line against North Korea than for the government to come out on its own. Mindan tried to use the meeting as an opportunity to convey the wishes of its compatriots, but the government only tried to make Mindan a tool for Chongryon’s policy toward North Korea.
