Abstract

This study elucidates the South Korean government’s perception and external management strategies regarding the 1980 5・18. Through an analysis of diplomatic archives, it profoundly re-examined the transnational characteristics of 5・18, the government’s response strategies, and furthermore, how ‘memory’ was formed and recorded from the perspective of state institutions. This research was conducted through the declassification and analysis of materials from the diplomatic archives, drawing the following key implications. First, the ‘victors’ narrative’ and the ‘logic of power’ were dominant in the recording and memorialization of 5・18, demonstrating the process of historical narrative appropriation through the state’s dominant memory mechanism. Second, it was revealed that during the initial period of 5・18, the government closely monitored domestic and international trends as well as foreign media, deploying strategies for international information control and management. Third, it was substantiated that 5・18 was a ‘transnational phenomenon’ widely known abroad from its very beginning, with notable efforts by non-state actors to disseminate the truth. In particular, the Japan Catholic Council for Justice and Peace contributed to its overseas dissemination through English publications. Beyond an understanding of past history, this study suggests that the power mechanisms of information and memory control, evident in the declarations of martial law in 1979 and 1980, are still being re-examined today, and social conflicts surrounding ‘memory’ persist. In conclusion, this research, through an original analysis that elucidates the state’s ‘memory narrative’ of 5・18 utilizing diplomatic archives from the perspective of memory studies, is expected to contribute to broadening the understanding of modern South Korean history.
