This article is focused on causes silence of the masses at the 5ㆍ18 politicide. For that, I set out to determine analyzing the state’s discourses strategy that was used for justification incidents. As a result, the figure of regionalism, originated from private interests, is closely related to a state’s definition of 5ㆍ18. In addition to the images of a riot of drove to the crisis of “security, stability, development ideology” was revealed as the state’s discourses strategy. In other words, the intentionally manipulated information and publicity of government aim is, it was intended to stimulate the hostility of the masses of 5ㆍ18 or Honam. To achieve the purpose state has used direct advertising such as discourse, and strengthen control of the press. As a result, Thus the cause silence of the masses at the 5ㆍ18 politicide are limit of official discourse structure by media control, denial and distrust of the population of atrocities, onlooking intellectuals.
