Abstract
This study examines the implementation structure and inherent challenges of Fujian Province’s maritime cultural diplomacy under the framework of the 21st Century Maritime Silk Road initiative. Drawing upon its unique geopolitical position, maritime cultural heritage, diasporic networks, and indigenous religious traditions, Fujian has developed a multi-layered strategy encompassing cultural preservation, industrialization, and global dissemination. In particular, the province has established a complex policy framework that links regional identity with national strategic goals through emotion-driven cultural diplomacy centered on Mazu belief, the growth of digital content industries, and the development of international expositions and media platforms. The research investigates how Fujian’s cultural policies have evolved beyond conventional local administration to become institutionalized components of national foreign strategy. Fujian has demonstrated a relatively stable structure of “cultural dissemination—people-to-people connectivity—institutional integration,” which carries strategic significance as a model of central–local cooperation. However, the province also faces structural constraints, including the over-commercialization of content, excessive political symbolism, diaspora-centric outreach, and fragmented strategies across different cities. In response, this study argues for the recalibration of Fujian’s maritime cultural strategy around intercultural reciprocity, emotional resonance, and institutional sustainability. It ultimately proposes a renewed approach to the methods and direction of cultural diplomacy in the context of global maritime engagement.
