본 논문은 중국 광서장족자치구가 추진해 온 대(對)아세안 문화전략을 ‘접경성’, ‘민족성’, ‘해양성’이라는 세 가지 실천 범주를 중심으로 분석하였다. 광서는 아세안과 육상과 해상으로 모두 맞닿아 있는 지정학적 특성과 함께 다양한 소수민족이 공존하는 문화적 배경을 갖춘 지역으로 중국의 ‘일대일로’ 전략이 실제로 구현되는 대표적 공간이다. 본 연구는 이러한 지역성이 문화전략의 실천에 어떤 방식으로 작용하는지, 광서가 중앙정부의 외교 전략을 어떻게 지역 현실에 맞게 적용하고, 고유한 자원을 어떻게 전략적 자산으로 전환해 왔는지를 분석하고자 하였다. 접경지역에서는 공연예술, 전통문화 행사를 중심으로 한 문화 플랫폼이 운영되었으며, 민족성 전략에서는 전통축제와 상징 인물을 활용한 콘텐츠가 문화외교의 수단으로 활용되었다. 해양성 전략은 북해를 중심으로 해양문화유산의 보존과 현대적 활용을 결합하여 아세안과의 문화 협력 기반을 다지는 데 기여해 왔다. 그러나 이러한 전략들은 대체로 베트남 등 일부 지역과 국가에 집중되고 있으며, 아세안 측의 참여가 제한적이고, 행사 중심의 단기 운영, 문화 서사의 편향성과 같은 구조적 제약도 드러나고 있다. 본 논문은 광서의 문화전략이 지속가능하며 상호 교류가 가능한 구조로 전환되기 위해 필요한 제도적 보완과 전략 재구성 방향을 제시한다. 이를 통해 중국의 문화외교 전략 역시 지역 특성과 실제 효과를 함께 고려하는 방향으로 나아가야 함을 시사한다.
Abstract
This study examines the cultural strategy of the Guangxi Zhuang Autonomous Region in its engagement with ASEAN, focusing on three dimensions: borderland interaction, ethnic-based cooperation, and maritime exchange. Positioned at the intersection of China and ASEAN both geographically and culturally, Guangxi plays a key role in localizing the Belt and Road Initiative through regional cultural diplomacy. The study analyzes how Guangxi has utilized its geographic proximity, multi-ethnic composition, and historical maritime heritage to develop unique modes of cooperation with neighboring Southeast Asian countries. Drawing on policy documents and case studies, the research frames Guangxi’s practices within three thematic domains—borderland platforms, ethnic cultural diplomacy, and maritime heritage initiatives. While these efforts have achieved a degree of institutionalization and visibility, limitations remain, including spatial imbalance, limited ASEAN participation, and the episodic nature of many exchange programs. Guangxi’s experience offers insight into how regional actors can translate national cultural policies into context-sensitive practice, underscoring the need for future Chinese cultural diplomacy to align strategic intent with local realities.
