우리나라 보호지역 관리효과성 평가 고찰 -적용현황 및 평가결과를 중심으로-

초록

ㅍ보호지역의 중요성에 대한 인식 증진과 함께 이의 효과적 관리에 대한 관심이 증대되고 있으며, CBD에서는 2010년까지 국가 보호지역의 적어도 30%지역에 MEE를 수행하고 평가 결과를 보고‧공유할 것을 권고하고 있다. 따라서, 본 연구는 우리나라 보호지역 관리효과성평가 적용현황 및 평가결과를 고찰하고 이의 개선방향을 도출하고자 하였다. 우리나라에 MEE 이행은 총 57개 보호지역에 총 평가면적은 7,305.73㎢이며, 국가 보호지역 대비 수행비율로 산정하면 면적대비 47%, 개소수 대비 4%로, 면적 대비로는 CBD PoWPA 2010년 이행 목표인 30%를 성취하였으나 2015년 60% 목표에는 아직 미치지 못하며, 개소수의 경우는 매우 미흡한 실정인 것으로 나타났다. 우리나라에 시행된 MEE는 전반적으로 IUCN WCPA의 MEE 틀에 기반하여 WCPA에서 권고하고 있는 관리 전체 사이클 6개 요소에 대한 균형 잡힌 평가지표를 활용하고 있는 것으로 나타났다. 우리나라 MEE 결과를 살펴보면, 보호지역의 주요 위협 및 관리 이슈로는 부적합한 방문 행태로 인한 탐방객 영향, 자원의 불법 채취, 사유지 관리, 과밀 이용 등이며, 우리나라 보호지역의 전체 관리효과성평가 전체평균은 0.6으로 국제평균 2008년 0.53, 2010년 0.51 보다는 다소 높게 나타났다. 전반적으로 관리효과성 평가결과가 양호한 분야는 보호지역 가치 규명, 법제도, 관련 계획 등으로 상황(context) 및 계획 분야였으며, 미흡한 분야는 지역사회 협력분야, 사유지관리 성과, 생태계교란동식물 계획‧이행, 참여적 모니터링 및 평가, 광역적 보호시스템, 예산의 지속가능성 등이 지적되었다. 이상의 연구결과를 토대로 향후 우리나라의 MEE 적용 및 활용 강화를 위해 다음과 같은 사항을 제안하고자 한다. 첫째, MEE 수행 강화를 위한 법제도적 기반 강화. 둘째, MEE관련 CBD PoWPA 목표인 2015년 국가 보호지역의 60%에 MEE 이행 추진. 셋째, 우리나라에 적합한 MEE 평가기법 개발. 넷째, 정기적인 MEE 수행과 평가 결과의 활용 강화를 보증하는 보호지역의 적응형 관리 체계 구축이다. 본 연구의 결과는 CBD 국가보고서 작성시 필요한 MEE 관련 근거자료를 제공하고 있으며, 향후 우리나라의 보호지역에 적합한 MEE 평가 모델 개발을 위한 기초자료로 활용될 수 있을 것이다.

Abstract

As increasing the awareness of the importance of protected areas(PAs) and its effective management, CBD recommended to implement the management effectiveness evaluation(MEE) at least 30% of the total of national protected areas by 2010. In this context, the aims of this study are to review the performing status of MEE target in Korea and to find out the way to improve. Totally, 57 PAs(7,305.73㎢) has management effectiveness been evaluated in Korea. It means that 4% of the number of national PAs were assessed and 47% on an area basis. Most of cases were based in the framework recommended by IUCN WCPA and all six management elements of IUCN MEE framework were embedded into its methodologies with balanced. Visitor impact from inappropriate behaviors, illegal harvest, inappropriate use level and private land management are indicated as main threats or management issues in Korea. Overall average of MEE results is to 0.6 and it's a bit higher than global results of 0.53 in 2008 and 0.51 in 2010. According to MEE results, more effective management fields were to 'identification and use of protected area values', 'relevant law', 'management plan' and 'work plan'. And the comparatively weak fields are as follows; 'community program', 'private land management', 'invasive species management', 'participatory monitoring and evaluation', 'broad pa system' and 'budget security'. Based on the review results, below 4 items were suggested in order to encourage the MEE and to vitalizing the results of MEE; ①Strengthen the legal and institutional environment to encourage the MEE, ②Promote MEE to get closer to achieve the target of MEE in CBD PoWPA, ③Develop the proper MEE methodologies reflecting Korean perspectives, ④Strengthen the adaptive management system through carrying out regular MEE and vitalizing the results of MEE. This study presents the valuable MEE data for CBD national report of Korea and its results could be useful to develop appropriate MEE model in future as basic information.
