본 연구는 사방댐 준설사업이 산림에 미치는 영향을 파악하고, 친환경적인 관리 차원에서 어떻게 인식되는가를 알아보기 위하여 수행되었다. 2011년 5월 31일부터 6월 15일까지 관련 전문가 43명을 대상으로 사방댐 준설사업에 대한 델파이 조사를 실시하였다. 연구결과, 산림의 휴양 및 생태, 경관에 관한 항목의 중요도는 낮게 나타났으며, 준설사업의 시행이 산림 휴양적 가치와 주변 경관의 보전에 미치는 영향에 관한 인식은 낮은 것으로 나타났다. 또한, 전문가 집단의 유사도 분석에서는 각 집단간의 중요도에 관한 인식이 다소 상이하게 나타났으며, 학계 및 공무원 집단에서 산림 휴양에 대한 관심도가 비교적 높게 나타났다. 이는 전문가 집단별로 준설사업을 지향하는 목적이 다르기 때문으로 판단되며, 향후 준설사업의 친환경적인 관리를 위해서는 재해방지 위주의 편향된 목적성을 탈피하고, 산림 휴양 및 생태, 경관기능을 고려한 다목적성 준설사업의 시행 및 관리를 도모하여야 할 것이다.
Abstract
This study is implemented to search the effect factors of the Dredge of Debris barrier on Forest Recreation, and how this is understood in the management level. Delphi method of the Dredge of Debris barrier was operated targeting 43 related specialists, from 31st of May 2011 to 15th of June. The result has showed low preference on forest recreation and ecology, landscape, and also it appeared that recognition of the value of forest recreation and landscape conservation were low when implementing the dredge. Also the similarity analysis of specialists showed different criticality from each groups. Academia and civil servants had relatively high interest on forest recreation. The reason for the difference would be for each object by the different work fields. Henceforth, for the environmental-friendly management, finality must not be biased only on preventing disaster, also should be focused on multipurpose, such as forest recreation, ecology, and landscape function.
