한국 산림복지 정책의 특성 및 활성화 방안 연구: Gilbert & Terrell의 분석틀을 중심으로

본 연구는 산림청에서 시행 중인 산림복지 정책의 현황을 사회복지 정책의 이론적 관점에서 짚어보고 앞으로의 발전방향을 모색하고자 수행되었다. 이를 위해 사회복지 분야에서 보편적으로 활용되는 표준화된 이론적 분석틀이라고 할 수 있는 Gilbert & Terrell의 분석틀을 활용하여 기존의 산림복지 정책의 특성을 분석하였다. 구체적으로, Gilbert & Terrell의 분석틀에서 제시하는 사회적 할당의 기준(Allocation), 급여의 형태(Provision), 전달방법(Delivery), 재정(Finance)과 같은 주요 선택의 차원을 산림복지정책 분석에 적용시켰다. 할당의 차원에서, 산림복지는 보편적 복지와 선별적 복지의 요소를 함께 지니고 있다고 볼 수 있다. 또한 산림복지를 통해 이용자가 받는 급여의 형태는 산림복지서비스이용권(바우처, Voucher) 및 프로그램(Program)으로 구분해볼 수 있다. 산림복지 전달체계는 공공부문과 민간부문으로 구분해볼 수 있으며, 이를 통해 산림복지서비스를 전달하는 데 있어서 공간적 제약이 따른다는 사실을 알 수 있다. 그리고 산림복지 정책수행을 위한 중앙정부의 예산 중 상당 부분이 기반시설(인프라)을 구축하고 운영하는 데에 활용된다는 사실을 알 수 있다. 마지막으로 이러한 과정을 거쳐 산림복지 정책을 활성화하기 위한 시사점을 도출하였다.
Abstract
This study was conducted to examine the current status of Forest Welfare policies being implemented by the Korea Forest Service from the theoretical view of Social Welfare policies and to seek future development directions. To this end, the existing Forest Welfare policies were reinterpreted by Gilbert & Terrell's analysis framework, which is a standardized theoretical analysis framework commonly used in the Social Welfare field. As a result, the dimensions of major choices such as Social Allocation, Provision, Delivery, and Finance presented in Gilbert & Terrell's analysis framework were applied to Forest Welfare policies. In terms of Allocation, it can be seen that forest welfare has elements of universal welfare and selective welfare together. In addition, the types of Provision users receive through forest welfare can be classified into vouchers and programs. The Delivery system of forest welfare can be divided into the public and private sectors, and it can be seen that there are spatial constraints in delivering forest welfare services. And, a large part of the central government's budget for implementing forest welfare policies is used to build and operate infrastructure. Through this process, implications for improvement plan of Forest Welfare policies were derived.
