초록
This study considers methods of supporting social welfare by utilizing forests, and offers views onpolicy areas, tasks, sectional agendas, and programs for overcoming the structural and financial limits of the welfarestate. In the twenty-first century, the political purpose of the Korean Forest Service is to undertake social tasks thatgo beyond merely preserving and nurturing forests. Therefore, the benefits derived from the utilization of forestscan be defined as a public social service that aims to improve multiple aspects of quality of life. Social services areconcerned with satisfying the needs of citizens of all socioeconomic classes. Consequently, among its other functions, the forest can be considered a service provider of culture, education, recreation, leisure sports, healing, care, andwoodland burials. The public value of forests is, therefore, found in its contribution to universal enjoyment. Furthermore, the forest helps to supply heating energy for low-income families through the development of bioenergyskills and techniques, and helps to create social jobs such as forest interpreters and forest therapists. Additionally, the urban forest composition facilitates preventive health care. Ultimately, by using the forest, atransition can easily be made to an ecosocial welfare state that is capable of meeting individual and various socialwelfare needs while simultaneously reducing the need for national welfare finance.
