Abstract

Demand for welfare has been exploding, and social welfare system has been established in Korea. Forest in Korea was also successfully restored by the efforts of the people. At this moment, it is necessary to utilize forest in a sustainable way to contribute to the promotion of national welfare. In this study, we reviewed related theories and understood(examined) the current situation for forest welfare in multiple aspects to identify its concept and components and to suggest policy objectives and scope of forest welfare. Due to high urbanization rate and the shift to an aging society, it is difficult for a large number of community members to access forest and to receive forest services in their routine life. To solve these pending issues and to improve efficiency of policies, it is necessary to integrate past policies in forest recreation field into a “forest welfare” concept. Forest welfare can be defined as promotion of national welfare by creating direct and indirect benefits of forest, developing forest welfare services based on sustainable forest management and providing them in an equitable way. The principles of forest welfare can be described as follows: 1) premise of formation, conservation and sustainable use of forest through sustainable forest management, 2) extension of the scope which forest welfare could contribute to the promotion of national welfare by developing forest welfare services, 3) distribution of benefits from forests considering social values. Based on these principles, the basic goal of forest welfare policy is closely related to the extent and direction in promoting national welfare through forests. And, the basic direction of forest welfare would pursue the integration of forest welfare into a part of national people whole life social safety nets with the organizational connection(link) to the national welfare system.
