본 연구는 도시 내부의 쇠퇴를 진단하고 쇠퇴실태를 파악하는 방법론을 모색한 후 이를 토대로 도시 내부의 쇠퇴실태를 비교하는 데 목적을 두었다. 본 연구에서는 복합쇠퇴지수를 산출하는데 있어 3가지 방법을 적용한 후 민감도 분석을 통해 그 결과를 비교하였다. 실증분석 결과 각 지표의 변량값을 순위로 표준화한 후 이를 합산하는 방법이 도시 내부의 쇠퇴실태를 비교하는 데 가장 간편하면서도 정확한 방법이라고 볼 수 있었다. 전국 2,171개 동·읍 가운데 쇠퇴 상위 30%에 속한 동·읍을 추출해 본 결과 서울 및 광역시의 동·읍들과 소도시들이 상대적으로 쇠퇴가 심각한 것으로 나타났다. 또한 도시 내부의 쇠퇴 공간패턴을 분석한 결과 구시가지의 쇠퇴가 가장 전형적이었으며, 이러한 패턴은 도시규모에 관계없이 보편적으로 나타나고 있었다. 이는 신시가지 개발 및 신시가지로의 공공기관 이전에 따른 것으로 풀이된다. 향후 도시재생을 위해서 도심재생 뿐만 아니라 구시가지를 활성화시키기 위한 다각적인 방안이 모색되어야 할 것이다.
Abstract
The purposes of this study are to develop the diagnostic methodology of the intra-urban decline, and to identify the decline features for the intra-urban scale in Korean cities. In this study 3 different ways are applied in order to compose the multiple decline index, and to carry out the sensitivity analysis, comparing three different outputs. As a result, the way which is composed of the multiple decline index by summing the ranks of each indicator is viewed as the simple and precise method. The top 30% among 2,171 dongs & eups extracted based on the multiple decline index are belonging to Seoul and other metropolitan cities as well as small cities. In addition, the spatial pattern of the intra-urban decline shows that the decline of the inner city is the most typical pattern regardless of the city size. This may be due to the new town development and the movement of the public authority institute such as a city hall. The policy of urban regeneration will have to be sought of multifaceted solution for the city center regeneration as well as inner city revitalization.
