초록

이 논문은 한국의 도시쇠퇴가 현장에서 구체적으로 어떤 양상으로 나타나는가를 기술한다. 전국 10개 사례지구에 대한 필지, 건물, 가구, 업소 단위의 현장조사를 통해 통계자료를 통해서는 확인할 수 없는 지구차원의 구체적인 쇠퇴실태를 도출하였다. 한국 도시의 쇠퇴지구는 빈곤층과 사회취약계층의 거주, 가구주의 낮은 교육수준과 실업상태, 매출액의 저하 및 영업중단 등의 쇠퇴양상을 나타낸다. 쇠퇴지구는 전반적인 물리적 노후화의 현상을 보이고, 일부 건물은 지붕, 벽체, 창호, 간판의 심한 훼손의 상태를 나타내며, 일부 건물과 점포는 방치되어 있다. 서구 쇠퇴지구에서 나타나는 범죄, 마약, 청소년비행, 반달리즘 등의 사회적 문제는 한국 도시의 쇠퇴지구에서 특징적 요소로 발견되지 않으며, 기성시가지 쇠퇴지구는 물리적, 경제적 어려움에도 불구하고 사회적 건강성을 유지하고 있다. 연구의 결과로서 쇠퇴지구차원의 미시적 도시쇠퇴과정에 대한 향후 연구를 위한 가설적 개념틀을 제안하였다.

Abstract

The paper identifies the specific pattern of urban decline of Korean cities at the site scale. The 10 case study areas nationwide were selected for field observation at parcel and building levels along with interviews with individual households and shopkeepers. The study finds that the declined districts and distressed neighborhoods in Korean inner cities show property abandonment, physical decay, concentration of poverty, and commercial decline that are often found in declined areas in Western cities. Yet, these features appear in different visual and spatial patterns as well as social consequences. Physical and economic difficulties are evident, but the social order and vitality are well maintained. Based on the national survey, the authors suggest a hypothetical conceptual framework calling for continuing studies on the process of micro-level urban decline of Korean cities.
