2008년도 국토계획법 개정에 따라 인구증가율에 따른 기반시설부담구역 지정기준이 고시된 바 있다. 본 연구는 현재 대규모 택지개발사업이 다수 조성되면서 인구증가가 활발히 일어나고 있는 화성시 봉담읍을 대상지로 하여 한국토지정보체계(KLIS) 및 건축행정시스템(eAIA) 자료와 화성시 내부 인구조사자료를 활용한 단계별 버퍼설정 방법을 통해 인구증가율 기준 기반시설부담구역 지정방안에 대한 적용성을 실험해 보았다. 이러한 실험결과를 기초로 화성시 봉담읍 관내 동화리 소재 소규모 실제 기반시설부담구역 지정검토 대상지를 사례지로 하여 위 방법론을 실제 구현해 본 결과 100미터 반경을 갖는 버퍼 적용시 여타 버퍼 적용의 경우보다 물리적 계획차원에서의 공간범위나 기반시설 수혜주민 규모 적정성 차원에서 합리적 수준의 구역지정 결과가 도출됨을 정량적으로 확인할 수 있었다.
Abstract
The new amendment of the National Territory Planning Act of 2008 has established a criterion to designate the Impact Fee Zone on the basis of the population increase rate. Taking the Bongdam Residential Complex in Hwasung City as the case, the study first tries to apply a grid analysis method to figure out the cells that exceed the legal population increase rate by using the Korea Land Information System (KLIS), the electronic Architectural System (eAIS), and Hwasung City's internal population survey data. The method is to envelope the cells into a spatially contiguous groups based on the stepwise adjacency by cell buffers. The empirical findings indicate that 100 meter buffer among other buffer options not only result in the most appropriate zonal boundaries but also seem to accommodate the efficient number of beneficiary residents.
