본고에서는 스페인의 아메리카 식민지 형성에서 도시의 역할에 대해 역사적으로 고찰하였다. 16세기는 스페인의 아메리카 제국의 영토 및 제도가 완성되어 식민지배의 바탕을 마련한 시기이며, 누에바 에스파냐 부왕령은 스페인의 본격적인 식민지 지배가 가장 먼저 제도화되고 정착된 곳이다. 스페인은 국토수복운동의 경험을 토대로 스페인령 아메리카를 지배하였으며, 도시를 이용한 식민지배체제의 형성은 적은 비용과 노력으로 식민지를 조직하는데 효율적이었다. 1573년 공표된 인디아스법은 스페인의 식민 도시 형성에 시금석이 되었으나 이는 식민지 형성기 도시 건설의 경험을 성문화한 것이었다. 콜럼버스의 식민지 도착 이래로 스페인령 아메리카의 도시는 식민지배의 근본적인 제도였다. 정복자들은 도시를 통하여 정복의 토대를 마련하였으며 스페인 왕실은 부왕령 제도 및 엔코미엔다, 식민도시를 통하여 광활한 식민지 영토에서 중앙집권적인 권력을 형성하고 유지하였다. 식민지배를 위해 건설된 도시들은 행정기능이 가장 탁월하였으며 종교기관을 통해 문화 및 교육 기능도 제공하였다. 스페인은 식민지배를 위해 스페인인 중심의 도시를 형성하였으며 원주민의 효율적인 지배를 위해 원주민 도시를 형성하였다. 이러한 도시의 형성 과정에서 식민제국의 인구 재배치가 이루어졌다. 16세기 스페인 식민지 도시의 기능 및 시스템은 현대 라틴아메리카 도시의 특성에도 영향을 미쳤다.
Abstract
This paper historically reviews the role of cities during the period of Spain’s colonial empire formation. It was in the 16th century that Spain completed the base of colonial control after establishing the territory and legal system for American empire. The Viceroyalty of New Spain was the place that Spain’s colonial control had started in the 16th Century. Spain controlled America based on the experience of Reconquista. The formation of colonial control system using the cities was effective in that Spain organized the colonies at the low cost. The law of indies published in 1573 became the cornerstone that formed colonial cities in Spain and it was just compilation of experience of city construction. Since Columbus arrived at the colonies, American cities controlled by Spain had been basic system of colonial control. Conquerors established the base of control using cities and Spain formed and maintained centripetal power at the wide colonial territory using the system of Viceroyalty, encomienda, and colonial cities. The cities for controlling colonies had high function of administration and provided the cultural and educational function for the colonies through religion institution. For sustainable colony’s control, Spain formed Spanish cities and indigenous cities. At the process of urban formation, population rearrangement was performed. The function and system of colonial cities during the 16th century had a big effect on the recent characteristics of Latin America cities.
