本論文では、南満州鉄道問題が日本とアメリカの間の対立、そして衝突の出発点となったという事実に着目し、それを検証するとともに、その展開過程において現れた日本の対外政策の基本方針と外交的活動について分析したものである。また、南満州鉄道問題を契機に、日本の膨張主義を認識したアメリカがとった日本に対する牽制措置について検討してみた。このような考察を通じて、満州を巡る日米対立に内在する政治的・経済的・安全保障的な意味を究明してみた。本論文の主な内容は日本の満州に対する認識とロシアの南下、アメリカの南満州鉄道中立化提案と日本の拒否、日本の満州独占政策と日米関係の亀裂という小題によって構想した。本研究は、その性格上、外交史に対する考察にを基づいて史料の質的分析を中心に進められ、地政学をはじめとする国際政治理論を直接的・間接的な分析手段として活用した。
Abstract
This study examines the South Manchuria Railway issue as a key point of conflict and contention between Japan and the United States in the early 20th century. It discusses how this issue triggered tensions and analyzes Japan’s foreign policy stance and diplomatic activities as the conflict developed. By exploring U.S. countermeasures in response to Japan’s expansionist ambitions, as revealed by the South Manchuria Railway issue, the study attempts to uncover the political, economic, and security implications underlying the Japan-U.S. rivalry over Manchuria. The analysis is structured around several key themes: Japan’s perception of Manchuria and Russia’s southward expansion; the U.S. proposal to neutralize the South Manchuria Railway and Japan’s rejection of it; and Japan’s monopolistic policy in Manchuria, which led to a rift in Japan-U.S. relations. This research is based on qualitative analysis of historical sources, with a foundation in diplomatic history, and incorporates international political theories such as geopolitics as analytical tools.
