Abstract

This study examines the Sino-Japanese competition over sovereignty in the Jiandao (Gando) region following the conclusion of the Treaty on South Manchuria and Eastern Inner Mongolia (1915). Prior to the Japan–Korea Annexation in 1910, local governments in Manchuria paid little attention to Jiandao. However, after the treaty, as Japan began asserting that Jiandao fell within the scope of South Manchuria and sought to expand its influence, China came to regard the region as a litmus test for maintaining sovereignty over the entirety of Manchuria and responded proactively. The conflict surrounding Jiandao and South Manchuria was not merely a matter of treaty interpretation, but a political and diplomatic struggle to secure effective control over the region. In this process, the legal status and livelihood of Korean settlers were determined by the competing interests of China and Japan. To contain Japan’s growing influence, local Manchurian authorities imposed restrictions on Korean land ownership, reclaimed illegally cultivated land, and regulated tenant farming. Nevertheless, given the significant Korean population and their widespread land ownership, blanket restrictions proved unfeasible. The Beiyang Government delegated the diplomatic issue to regional authorities, while local governments in Manchuria confronted Japanese consulates in an effort to defend sovereignty over the Manchurian region. Japan expanded its influence by purchasing land and leasing it back to Korean tenants. In response, Chinese authorities attempted to limit Korean land ownership, encourage Chinese migration and rice cultivation, and promote policies aimed at assimilating Koreans. However, the effectiveness of these measures was limited. Ultimately, Japan exploited China’s administrative weaknesses and steadily expanded its influence in the Jiandao region.
