本稿は日本社会が少子高齢化をどのように認識しているのかを、2025年度から使われる6種の中学校の公民教科書を内容分析したものである。そのために、公民教科書に記述されている少子高齢化の内容を、①概念、②要因、③問題点、④解決策を中心に検討し、その特徴を明らかにした。分析結果は以下のとおりである。第一に、現代社会の特徴を扱う單元で少子高齢化を説明している。第二に、経済的問題, 特に社会福祉問題に焦点を当てつつ、少子高齢化を説明している。第三に、少子高齢化の解決策として社会福祉を中心とした社会的対策を強調している。第四に、少子高齢化に取り組むための地域社会の役割を強調している。
Abstract
This paper presentsis a content analysis of six different middle school civics textbooks to be used starting in the 2025 to see how Japan perceives its the declining birthrate and aging population. The contents of civics textbooks on declining birthrates and aging populations were examined, focusing on (1) concepts, (2) factors, (3) problems, and (4) solutions. The report first explains the declining birthrate and aging society in a way that addresses the characteristics of modern society. Second, it explains the aging society by focusing on economic issues, especially social welfare. Third, it emphasizes social welfare and other social measures as solutions for aging societies. Fourth, it emphasizes the role of local communities in addressing declining birth rates and an aging society.
