인천의 장소 만들기 정책에 대한 비판적 고찰

현재 인천에서는 세계도시로의 도시공간 재창조를 지향하며 경제자유구역의 건설과 도시재생사업 등이 활발하게 진행되고 있다. 본 연구는 현재 인천에서 이루어지고 있는 도시 재생사업 등을 통한 인천의 새로운 장소성 창출 방법의 문제점을 분석하고, 인천 장소성에 뿌리를 둔 새로운 장소성을 창출하기 위한 방법으로 교육적 접근을 제시한다. 인천은 근대화와 산업화 및 세계화의 화려한 수사학의 공간으로 인식되는 한편 근대화와 산업화의 과정에서 창출된 일자리를 찾아 고향을 떠난 온 사람들의 그늘진 삶의 공간이기도 하다. 인천의 이러한 이중성은 인천의 지역정체성을 형성하는 두 축으로 각자의 컨택스트를 유지하면서 인천의 공간적 균형을 아슬아슬하게 유지하고 있다. 그러나 최근 이루어지고 있는 인천의 재생사업은 인천의 장소성을 감성으로부터 분리하여 무감각해지거나 낯설고 실존을 잃어버린 공간으로 인식하도록 하였다. 인천의 분열하는 이중성을 참된 장소성으로 구축하기 위해서는 매립과 개발과 같은 하드웨어적 접근에만 관심을 가질 것이 아니라 교육을 통하여 인천 사람이 자신과 타인의 문화의 실재를 이해하고 수용하여 자신의 문화를 변화시킬 수 있는 능력을 가지도록 해야 할 것이다. 이러한 맥락에서 다문화교육은 인천의 이질적 집단이 만들어낸 삶의 양식과 문화경관을 패치워크하여 아름답고 생명력 있는 인천이 갖추어야 할 정신적 소양을 제공하는데 시사점을 제공할 것이다.
Abstract
The city of Incheon has put much energy on projects such as urban regeneration aiming to recreate urban space geared toward a world class city. This paper argues that current projects of Incheon city have been less effective in creating placeness that originally expected, by figuring out the real meaning of Incheon?s placeness, and suggests an educational approach as a tool to create a new placeness of Incheon without scarifying the original meaning of placement of the city. Incheon is not only a city symbolizing images such as modernization, industrialization, and globalization, but at the same time, a life space where a large number of migrant workers had settled down in order to find their jobs. These two different features are the two big pillars that consist the city's identity. The city has been based on a fragile spacial balance between these two features, each of them continuing to develop their own context. However, current projects of the city makes the placeness of Incheon as planned, senseless, less familiar, and less human. In order to synthesize these two different identities into an authentic meaning of placeness, education is inevitable for increasing citizen awareness not only on their own culture but also on diverse cultures, so as to build capacity and willingness to accept different cultures, and accordingly, to modify their own culture. In this sense, multi-cultural education might be a useful tool to create an authentic placeness of Incheon by patchworking a variety of culture and life style of the city.
