커뮤니티 활동은 지역의 장기적이고 지속적인 발전의 토대가 된다고 인식된다. 이 연구의 목적은 호주를 사례로 커뮤니티 활성화 정책의 특징을 파악하고, 호주의 커뮤니티 정책이 국내에 주는 시사점을 살펴보는데 있다. 호주의 커뮤니티 활성화 정책의 주된 목표는 장기적인 측면의 지역발전과 사회적 시스템의 균형적 발전이다. 호주 정부가 커뮤니티 지원에서 강조하는 것은 커뮤니티 활성화를 통해 지역문제를 해결하고, 지역사회의 결속을 강화하며, 주민의 지역사회 참여를 유도하는 것으로 집약된다. 커뮤니티 활성화의 최대 목표는 커뮤니티 네트워크의 강화를 통해 지역의 사회적 시스템을 균형적으로 발전시키는데 있었다. 호주의 커뮤니티 활성화 정책이 우리나라에 주는 시사점은 첫째, 지역특성을 고려한 커뮤니티 지원체계가 필요하다는 점이며, 둘째 커뮤니티가 중심이 되는 지원 방안이 필요하며, 셋째 커뮤니티 활성화는 사회시스템의 형평성을 강조해야 한다는 점이다.
Abstract
Community activities are recognized as a basis for long-term and sustainable development. The purposes ofthis study are to understand the characteristics of Australia’s community strengthening policy and it’s implication into thecommunity policy of Korea. The major aims of community strengthening in Australia have been focused on the long-term regional development and the equal social system. Australian government regards community strengthening as themajor sources to deal with regional problems, to reinforce social cohesion, and to induce social participation.Community strengthening thus emphasized the reinforcement of community network for the development of equalsocial system. Policy implications arisen by this study are as follows. First, community strengthening policies have toconsider the characteristics of a region. Second, those policies have to emphasize community-based support system.Third, community strengthening policy has to focus on the development of equal social system.
