최근 활발하게 진행되고 있는 도시재개발사업은 도시 공간 구조와 근린의 물리적, 사회적 구성을 급속도로 변화시키고 있다. 도시재개발사업은 경제적·사회적·물리적으로 낡고 황폐한 도시를 부흥시키고 기존 거주자의 생활여건을 개선하는 것이 목적이다. 그러나 이 사업은 도시경제력을 높이기 위한 고급 주거단지 위주로 개발이 진행되고 있다. 이에 따라 기존의 저소득주민은 할 수 없이 생활터전을 떠나고, 고소득이주민의 정착으로 근린이 변화되고 있다. 이러한 근린의 변화과정을 서울시 용산구를 사례로 고찰해본 결과 개발이익의 수혜자가 기존 주민이 아니라 일부 소수의 외지인들에게만 돌아가는 젠트리피케이션으로 도시재개발의 목표가 퇴색되어가고 있다. 즉, 도시의 양극화를 야기시키며 저소득층의 주거지를 더욱 파편적으로 분리시키는 결과를 낳고 있는 것이다.
Abstract
Urban redevelopment changes urban spatial structure and socio-physical structure of neighborhoodsrapidly. Urban redevelopment sets a goal for revitalizing physical deterioration and socio-economic devalorisation ofneighborhood and improving the life of the existing residents. However, it is developing exclusive residential areas forstrengthening urban competitiveness. Therefore, it is a process of socio-spatial change where the rehabilitation ofresidential property in the low-income working class neighborhood by affluent incomers leads to the displacement offormer residents. It can be identified that a few speculative inhabitants get a large development profit of urbanredevelopment, not former residents, according to a case study of Yongsan-gu in Seoul. Yongsan area begins toexperience the gentrification through urban redevelopment. As a result, urban redevelopment causes socialpolarization, segregation and fragmentation of low-income residences.
