서울의 젠트리피케이션과 도시 재생 혹은 개발주의 이후 도시 공간의 모순과 경합

젠트리피케이션(gentrification)을 원론적으로 정의하면 구도심의 낡은 주거지에 중․상류층이 유입되면서 원주민들이 밀려나는 현상이다. 이 개념을 적용하여 서울이나 아시아 도시들의 도심 공간의 변화를 젠트리피케이션으로 개념화하는 다수의 연구들이 제출되고 있지만, 이 연구들에서는 2000년대 이후 새로운 공간적, 문화적 전환에 큰 영향을 미치고 있는 문화적․미학적 성향(disposition)의 배치와 전개에 대한 논의가 결여되어 있다. 그 결과 구체적 장소에서 전개되는 일상적인 공간적 실천 및 이를 수행하는 주체에 대한 논의들에 충분히 주목하고 있지 못하다. 이 논문은 2000년대 중반 이후 중앙 혹은 지방 정부의 능동적 개입과 민간 사이의 젠트리피케이션 현상이 접속되고 도시 재생 정책에서 적극적으로 ‘문화’가 동원되는 사회 경제적 재배치라는 폭넓은 맥락에서 현재 진행 중인 미시적 장소 형성의 복잡한 과정을 전반적으로 검토한다. 이를 통해 21세기 아시아 도시에서 발생하는 새로운 변화를 추적할 이론적, 개념적 시좌를 확보한다.
Abstract
Gentrification has been defined as conversion of declined areas in old cities to middle-class residential or commercial areas which accompanies displacement of the former residents. Although there emerge several academic studies that equate the so-called ‘New Town Development’ with gentrification in the case of Seoul as well as other Asian cities, they do not consider the deployment of cultural and aesthetic disposition by multiple actors, which has become influential in the spatial transformation since the 2000s. As a result, the attention on spatial practices by multiple agents in micro level are not yet on the agenda of discourses on the previous researches in social sciences, which largely focuses on the macro level. That is the reason why this paper problematizes the complicated process of place-making in micro-level in the context of socio-economic rearrangement where the local government actively intervenes and ‘culture’ is heavily mobilized in the operation of urban regeneration. Through theoretical intervention and empirical evidences, a theoretical-cum-conceptual perspective is sought after in order to examine the new configuration of spatial changes in Asian cities like Seoul.
