일본 국토개발계획의 변화에 따른 광역블록과 초광역개발

일본 정부는 국내외의 여건이 변화함에 따라 국토개발계획을 2008년도에 전면적으로 수정하였다. 대내적으로는 도쿄 중심의 일극 집중체계를 완화하고 발전잠재력을 전국적으로 확산시키고자 하였다. 대외적으로는 세계화가 급속한 속도로 진행되고 동아시아 국가가 성장함에 따라 국가 경쟁력을 강화시키고자 하였다. 이를 위해 8대 광역블록을 설정하여 국토를 재편하고 동아시아 각 지역과의 경쟁과 협력을 도모하는 발전전략을 수립하였다. 그리고 광역블록간의 협력과 상호보완을 통하여 광역블록을 초월하는 초광역개발을 추진하고 있다. 주요 내용으로는 세계화에 대응하여 초광역적 국토공간의 활용, 광역블록간 상호보완과 비교우위의 활용, 월경적 협력을 통한 상생발전의 추구, 중앙정부와 지방정부 간의 거버넌스 체계 구축 등이 있다. 일본의 사례를 바탕으로, 우리나라에서도 한반도를 중심으로 하는 동아시아 협력체계의 구축 방안을 모색하고 한반도 통합인프라를 구축함과 동시에 국제교류협력을 강화할 필요성이 대두되고 있다.
Abstract
As national and international circumstances change, the Japanese Government has revised its national development plan in 2008. In the national situation, Japan needs to mitigate the concentration level of Tokyo and boost the development in the other part of Tokyo. In the international situation, Japan needs to reinforce its competition as the globalization pushes ahead fastly and the power of other countries in the East Asia has been grown. New development strategies have been initiated readjusting the nation into 8 regional blocs in order to compete and cooperate effectively with the East Asia countries. In addition, the increasing cooperation and supplement between regional blocs derives supra-regional development plans. Coping with the globalization, the major contents of supraregional development plans include the supplement and use of relative advantages between regional blocs, interdependent development with transgress between regional blocs, and building governance system between central and local government. Those readjustment movements in Japan imply the necessity of changes in the Korea’s national development plans to make cooperating system with other countries in East Asia countries through the integration of system in the Korean Peninsular, and to reinforce its international cooperation system.
