본 연구는 대한지적공사라고 하는 공공기관을 대상으로, 당해 기관의 노사관계에서 중핵적(中核的) 비중을 차지하고 있는 단체교섭의 실태를 조명하여, 그에 수반되는 갈등요인을 진단하고 향후 노사 간의 협력적 기능이 모색될 수 있는 밑그림을 제시하고자 하였다. 이를 위해 공공기관의 노사관계 및 단체교섭에 관한 이론 검토를 선행한 후, 대한지적공사의 노사 간 단체교섭 실태를 토대로 갈등요인의 도출 및 향후 협력적 발전방향을 제시하였다. 연구결과, 대한지적공사의 노사 간 갈등요인은 크게 낙하산 인사 또는 지적법제의 변화에 따른 노사 간의 이해충돌, 나아가 최근 공공기관으로 격상된 대한지적공사를 둘러싼 대내외적 압박 등으로부터 파생되는 것으로 나타났으며, 그러한 갈등요인의 해소를 위한 노사 간 상호 협력적 공조체계는 경영참여를 통한 경영공동체의 확립, 노사 간 상호 충실한 소통시스템의 정착 및 예방적 노사협의회의 활성화가 전제되어야 한다는 점을 객관적인 근거 제시와 함께 피력하였다.
Abstract
The objective of this Study was to draw a rough sketch for establishing the cooperative labor relations of Korea Cadastral Survey Corporation(hereinafter referred to as "KCSC") by estimating the actual state of collective bargaining system of it. In order to achieve this goal, we carried out firstly examine the rationales related with the labor relations or collective bargaining of Quasi Government by annotating the existing documents. Then, we described the core of a topic for discussion in details. As the result of study, we recognized that the conflict between the employer and employee may result from high-handed personnel administration, change of cadastral laws or external pressure about KCSC. In consequence, as the plan for setting up the cooperative labor relations of KCSC, we presented as the followings; (i) to ensure the management participation (ⅱ) to settle the harmonious understanding system (ⅲ) to drum up the preventive council meeting of labor relations.
